The meeting was opened at 6:10 p.m. After election of Board officers, Sir Aramithris welcomed the guests from Wetlands on behalf of the Board.

The results of the Board elections and terms of office are as follows:

I President=s Report: Sir Aramithris

A0 Someone needs to be asked to create the Reeves test for Crown Qualifications in April.

B0 Verana has agreed to run as Consort candidate for the April - October, 2002 reign.

C0 Aramithris will run as Monarch candidate for the April - October, 2002 reign.

D0 With Prince Consort Wovoka=s approval, Dame Gwynne has agreed to be autocrat of the April, 2002 Crown Qualifications.

E0 Verana will be Clan 20^th year autocrat. Board members will provide Her Majesty with all possible support.

F0 Kurse will be in charge of the Clan 20^th year security team.

G0 Mezzie will be in charge of the Clan 20^th year gate functions.

H0 Insurance and licensing for Clan 20^th year will be the responsibility of Gwynne.

I0 Clan 20^th year medallions and t-shirts will be the responsibility of Raphael.

J0 Clan 20^th year Med-tent functions are the responsibility of Wovoka.

K0 War autocrat selection for Clan 20^th year are the responsibility of Verana.

L0 The advisability of holding Clan 20^th year on the July 4^th, 2002 weekend will be researched.

M0 A meeting will be requested with representatives of Recreation Resource Management Company, Lincoln National Forest/Sacramento Ranger Station personnel, and local law enforcement authorities to include Otero County Sheriffs Department prior to the date of Clan 20^th year.

N0 Estimated budget for Clan 20^th year is $5,000.

O0 Board minutes of the year 2000 and 2001 will be made available to all new Board members.

P0 The Burning Lands Crown coronation ceremonies are tentatively scheduled to be held at Caballo Lake May 25^th and 26^th, 2002. The International Olympiad event, hosted by the Kingdom of Dragonspine, is scheduled to be held concurrently with Crown coronation. The schedule of Olympiad events will be requested from the Kingdom of Dragonspine.

Q0 Operating funds for Prime Minister Vinall will be transferred to him by former Prime Minister Flagg.

II Secretary-Treasurer Report: Dame Gwynne

A0 Bank statements for the periods ending November 31, 2001 and December 31, 2001 were provided to the Board.

B0 New Amtgard group contracts were submitted by Sir Bolt and Earl Flagg.

C0 The contract from Abyssal Web was approved by the Board.

III Prime Minister Report: Man at Arms Vinall

A. Verana will coordinate the orderly transfer of the Prime Minister records from Earl Flagg to Vinall.

IV. General Discussion - Wetlands kingdom issues:

A. After an introduction by Aramithris regarding the purpose of the general discussion, mutual introductions were exchanged between the guests from Wetlands and the Board. The representatives from Wetlands thanked the Board for the opportunity to discuss the matters in question.

B. The following issues were introduced and discussed as follows:

1. Wetlands (Crom): Although we agree that the >last knightings= were a mistake, but we can't agree that it won't happen again. We put the situation before an Althing, the results of which were, no Monarch vote or veto (on knightings). The power to change and/or amend was presented to the people. A compromise vote failed.

2. Burning Lands (Raphael): We (Amtgard, Inc.) understand that (in Wetlands) the Monarch, along with the Prime Minister, are not permitted to make temporary rulings (as per Corpora). Amtgard, Inc. would also point out that knighting a person out of that person's kingdom's purview requires the permission of that kingdom.

3. Wetlands: We would like to understand why Burning Lands is to upset over the Wetlands knightings when there have been similar situations in the Celestial Kingdom.

4. Burning Lands (Aramithris): We are very concerned as casual and multiple knightings affect all of Amtgard, not just the kingdom responsible for the knightings. The biggest difference between the Celestial Kingdom wholesale knightings of a few years back, is that Wetlands has created an oligarchy which ensures the continuation of wholesale knightings to the detriment of knighthood as a whole, Amtgard-wide. Further, the Wetlands knightings do not reflect the will of the populace (via the elected Monarch), but rather a knight=s circle which is not responsible to the populace for its actions.

5. Wetlands: We estimate that out of the 130 to 142 people present at the Althing in question, only 25 were knights and did not have undue influence on the Althing's vote on this issue.

6. Burning Lands (Aramithris): The Amtgard, Inc. Kingdom of the Burning Lands has to look out for all populaces, and the potential for abuse (of the Wetland's knighting procedures) is enormous. To state >the power to the people is not germane with an oligarchy in absolute control (of the knighting procedure).

7. Burning Lands (Verana): I would like to suggest that Wetlands modify their Corpora to resolve the issue of the knighting process. One alternative might be to have the populace elect the guildmaster of knights. We, as Amtgard, Inc., want to keep all of the kingdoms united.

8. Wetlands (Crom): We will write up a compromise solution, let the (Burning Lands) Board look it over, then present it to our populace.

9. Burning Lands (Aramithris): I think we all need to be reminded that a Monarch's job is to do a job for the populace, which job may not necessarily be what may be popular with the populace at the moment. Wetlands is harming Amtgard as a whole. We have overlooked a lot as we are not hard core, but Amtgard, the game, is a gift to you from Amtgard.

10. Burning Lands (Verana): Your (Wetlands) job is to keep Wetlands in Amtgard. As a member of the populace, and as current monarch of the Burning Lands, I say that Wetlands is setting a very bad precedence; no one (in Wetlands) can offer direction or take responsibility; neither the elected monarch and prime minister or the populace. The Althing as >god= may not be a good idea either.

11. Wetlands (Crom): We understand you will have a newly elected Board soon, and we will work with the new Board... perhaps we can come up with a compromise solution. We will go back to our kingdom, and either form a compromise acceptable to both Wetlands and Burning Lands or we will get out of Amtgard.

12. Burning Lands - (Aramithris): Will you tell your populace what all the consequences are?

13. Wetlands: Yes, this will be done. Wetlands will keep in touch with Burning Lands regarding progress on this issue; probably via telephone contact between the monarchs of both kingdoms. We will set the date of February 15^th, 2002 as a target in order to give our people more and more accurate information.

14. Burning Lands: All members of the Board are very anxious that the populace of Wetlands be fully informed as to why we are concerned about this issue before the Kingdom of Wetlands takes any steps which may lead to disenfranchisement.

V. Other Business: There being no other business before the Board, the meeting was adjourned at 9:10 p.m. The guests from Wetlands were invited to stay after the meeting for general discussion and refreshments.

VI. The next scheduled meeting will be called and announced as required. Tentative time frames are February or March, 2002.
